I don't know what you mean by Windows 7 Win32 and how that's different from Windows 8 Win32, but if you're asking about Win32 in general, then the answer is that most should work, but no one can guarantee 100% compatibility.

Yes, one of the hallmarks of desktop Windows is backward compatibility. But of course there's exceptions. Most people shouldn't have to worry about that though.
