Windows 10 desktop constantly refreshes

I have a dell laptop (I know shoot myself now) 11" touch screen, 8GB ram, 500gb HD.

I updated to Win 10 about 18 hours ago. I get past the log-in screen.. But once the desktop almost loads it refreshes (right after the icons appear). It does this over and over again. I am not able to click on or open anything. Is there a way to start in safe mode so I can figure out wwhast is causing the refresh on load? Or does anyone have a different suggest? (Besides tossing my Dell in the trash.)
 
I am having the exact same issue with my HP Pavilion 17 laptop. I have had to resort to using safe mode to access the option to revert back to 8.1 until i can find a solution.

to boot into safe mode, try this:
Immediately, start pressing the F8 key once a second until the Advanced Boot Menu appears. If the computer starts up into Windows, turn the computer off and try again. Press the Up Arrow or Down Arrow key to highlight Safe Mode with Networking, then press Enter.
