How can I fix Windows 10 error 0X800CCC13?

Windows 10 error 0X800CCC13

Cant send email from Outlook since upgrading to Win 10. But will send test email from account settings. Bizarre!

Any ideas?

The same is happening with me, I've outlook 2007 and upgraded to windows 10 yesterday; it sends the test email but doesn't send any other emails that I compose; with or without attachment; let me know if you figured what happened, and a fix?
