How do I correct the fuzzy icons and broken/light text on Windows 10?

Text on the desktop icons is hard to read. When I open anything else, like Chrome, Outlook, etc., the text is so light and broken that it is unreadable. I have a 2006 17" Dell monitor and an emachines desktop. Everything was sharp and clear on Windows 7.

I have the same exact problem on Notepad++

I am pretty sure it has something to do with either the font rendering and or the window scaling.

Really annoying
 
I had the same problem on my Lenovo Lynx and fixed it by installing a different, not necessarily newer, graphics driver.

Example:
The latest driver version for my Lynx is 1177(Problems with this one). I had to try 1102, 1130, 1168, and finally 1099(Which works great).

Thanks for confirming! Revised my post because I wasn't sure if I was hallucinating or not. Update to my graphics magically occurred while I was working ;)
Edit : The don't fix something that ain't broken principal does not apply to Windows as a service...
 
My fonts and backgrounds have finally been holding (for over 30 minutes so far) after I clicked on the Plus button of my Dell monitor 3 times in the midst of restarting my computer. That solution worked for some people who wrote in Dell forums from 2006-2009 about the Dell E177FP flat screen monitor. The topic was Auto Adjust in Progress. Another user said he fixed the problem by detaching the VGA cable from the monitor and reattaching it, but I haven't had to do that yet. So in my case it appears to be a Dell monitor problem, not a Windows 10 problem. Thanks for you input.
 
My lynx is super unstable :( I lock the screen and get a blue screen shortly afterwards. The driver did seem to correct the fuzziness though.

Try uninstalling the drivers for anything in Device Manager that has 'Thermal' in the name. That should fix the bluescreen.
 
The Microsoft Windows 10 helpline tech (1-800-642-7676) told me I needed a new visual driver for my emachine. He waited while I pulled up the emachine support site and helped me identify the VGA driver that I needed to download. It worked! My fonts, icons and screens have been correct for 6 days now. The Microsoft Windows 10 message estimated a 90 minute wait, but it only took 15 minutes to get the help desk rep. Thanks!
 
I have an et1831 and the monitor is HP L 1710. The text is very light at some places hardly visible and broken. How did you fix your problem? Which driver was needed?
