my usb mouse and trackpad can both operate chrome with no trouble but when i try to scroll or click with the touch screen i get zero response. any ideas?

I had this too. I had the 64 bit version of Chrome installed. I tried uninstalling Chrome and re-installing the 32bit version. After this it worked. I'm not sure if the 32vs64 made any difference - it may just have been the uninstall and re-install.
