No. WP and W10M use XAML as the primary means of declaring a UI. There is no support for Windows Forms.

Microsoft has announced project Centennial. AFAIK there is yet no launch date and information is a bit sketchy. There is one talk on MS' channel 9 you can watch, and stuff like this which explicitly mentions Windows Forms:
