If I am unable to fix my internet problem with win10 (no internet connection for browsers or email), If I roll back to myold7 can I, in the future reinstall 10 free? how?

Yes. Once you accept the update for 10 your license become universal for both 7 and 10. You will be able to upgrade again at anytime
