Why can't I change the desktop background and my computer becomes slow after I connect to the internet?

Can't change desktop background and my computer become slowly after i connect to the internet

Gretting,

I have upgrade my windows 7 home premium to windows 10, but i found some problem,

firstly, i can't change my desktop background / wallpaper, If I change the wallpaper or theme result is always blank
Secondly, if i connect to the internet my computer become slowly

this my computer spesification,
Windows 7 Home premium 64bit
CPU i53210 M
Graphic card AMD Radeom 7670m
RAM 4Gb

Please Help Me

Generally speaking, not being able to change the wallpaper is usually as sign that Windows 10 is not properly activated, which means the upgrade process may not have detected a legitimate copy of Windows 7 on your system during the upgrade process. Check to see if you have a watermark on the lower right corner of your screen that would indicate Windows is not activated to verify this issue.
