Anyone know why Windows 10 doesn't completely shut down my PC all the time

I have a Mobile HP Workstation model: EliteBook 8540w with 8G RAM.

From what I can understand about the situation, HP has not yet released drivers for this laptop that are fully compatible with Windows 10. More than likely, this is the culprit. There are numerous complaints about the laptop not properly entering sleep mode among other issues with shutting down, so your complaint doesn't really come as a surprise.

I wish I could be of more help, but this seems to be something that HP will have to resolve, if they are even willing to resolve it.
