Why Windows Spotlight is not available in lock screen settings of Windows 10 PC ?

I have updated my Windows 10 Pro. But I did not get Windows Spotlight settings in background of lock screen settings.

Tap the search in Cortana and search lockscreen and hope it shows.

The problem is with Spotlight option of lock screen. Not lock screen

Same issue here. For the record - I have english Windows 10, but my account is outside of the US - so I don't have Cortana either. Is is connected? I wanna cool lockscreen to! And if I can enable Cortana somehow I want her too!
Any of you managed to enable Cortana/Spotlight in region which don't have it by default?

Spotlight is available in Win 10 Home but not in Win 10 Pro. It seems odd, but I remember reading that it was removed from Pro during the preview period. I have Home on a Surface 3 and Pro on a desktop. The Surface is running Spotlight on the lock screen.
