Any items in notification center, when clicked on, does not open an item. Why is this?

Any items in notification center, when clicked on, does not open item

Whenever I click on an item in the notification center, like a new Outlook email, the Notification Center closes and nothing happens, it doesn't open the Outlook email item. It does clear the notification from the Notification Center. It's too bad because before I would get notification sliding popups from Outlook that I could click on and then it would go to the email nicely in Windows 8.1. Anyone wonder why this is? Thanks!
