upgarded my 8.1 to 10, can i use feedback app?

I still want to shape windows 10 + i want to use my VAIO normally, one OS, all files together.....

Yes, the Windows Feedback app is available in Windows 10 even to those who are not under the Technical Preview Program. Just type "Feedback" in the start menu and the app will appear as the top suggestion. I've been consistently up-voting useful feedback from other users as well as creating my own feedback if there isn't one similar to what I think I should be done yet.
