Why do I get the error message active domain services is currently unavailable?

Windows Central Question

active domain services is currently unavailable

On upgrading to Windows 10 some of installed printers are no longer available and when I attempt to install a new printer the message "The active domain services is currently unavailable". How can I restore my previously installed printers?
