No network access on apps

So I got this issue in my windows 10 that if I use WiFi to connect to internet, all the apps get internet access but if I use dialup connection (my 3g usb, it doesn't connect as a cellular connection because windows says it must have an APN but it connects without an APN, so I had to set up a dialup connection to use it) I dont get internet on any metro apps but desktop apps work fine. I am using latest Insider build.

Can I get a possible fix?
