Store slow

I can't tell if it is my Surface 3 but the store seems to be running really slow for me. Is anyone else seeing a problem. Store downloads are sitting idle and will sporadically jump to 60k or so for a few seconds.

Seemed to be the Surface from what I can tell. It impacts windows updates and the store but not the web browser.

My WiFi and internet connects were fine. My desktop pulled updates just fine. The Surface 3 spent most of it's time just sitting idle, as if all the downloads stayed frozen. I've seen it get that way before. Even the Windows Defender updates will sit for minutes doing nothing before trickling down at a snails pace.
