Why can't I open Outlook in Windows 10?

Can't open outlook in Windows 10

I can access my email account and read and send emails in "mail for windows 10" but I cannot open Outlook and manage other aspects of my account such a set up mailing lists and access my address book etc.

Does anyone know of a fix for this please

Sorry, forgot to add that when I try to open outlook I get the following error message - "The connection to microsoft exchange is unnavailable. Outlook must be online or connected to complete this action"

However this happens when my internet connection is open so don't understand why there is no connection available.
