Is the outlook app for Windows 10 mobile not working on purpose or am I doing something wrong?

I've been using Windows 10 mobile for about three months now and honestly like most of the changes with the exception of the outlook app. When I click on the icon it simply shows the add account display. When I put in my MSFT account info, it tells me that an account already exists and exits. I can't use the app, but when I go to settings to manage my account, it takes me to the PC site where it asks if I want to see my mail. Is this by design, as MSFT works on issues?

This may be a similar problem. I'm using a Lumia 640 with Windows 10. When I send an e-mail thru Outlook, my text is lost and a random advertisement or two are added in its place. I can send and receive email using G-Mail in the browser. Can't find a way to clear Outlook and start over. Also I,m now getting e-mails that are a combination of several older messages.
