What are the keyboard commands for Spanish letters on Windows 10?

So, I got a new DELL XPS 13 last night and on my other computer, I used to do alt+164 to get the "?" but on this computer it does not work. I also tried Ctrl +~+n and that did not work either.

Is there a setting I have to activate? I already have the "Spanish Keyboard" installed but I don't think that makes a difference...I'd just like to know the list of keyboard commands, thank you!

Not sure! I just tried in the address bar of FILE EXPLORER and had no problems with alt+164; same in Word 2016 and NotePad.
