Poor scaling at 1.5:1, how can I fix it?

Poor scaling at 1.5:1

I am using two 4K displays. On Windows 8.1, I was using scaling of 1.5:1. I am pretty sure that it was working perfectly. On Windows 10, text looks slightly blurry. If I scale to 1:1, text is perfectly crisp, but too small. If I scale text with Visual Studio 2015, text is perfect, but everything else is too small.
