Not getting SMS notification When phone is Locked

Since last few days, I am not getting the notifications(visual or sound) of received sms and some other apps like Mail. I Searched for the problem in My setting, and I came up with this. I found in my notifications, Microsoft is organizing my settings. As you can see in the pics below, I am unable to change the settings. I am looking forward for help of experts.and I am an insider.

I don't have Windows 10 on my phone anymore.
But Microsoft is not managing your settings, on Windows 10 desktop you get the same but it's when you deactivate the telemetry and put it to basic. so I think it's one setting you activated or deactivated and then it don't let you have notifications.
But that organization message, I get it on desktop and it's when I put diagnostic stuff to basic.

So I would start by seeing what setting you have changed in the past days, and see if it changes to normal mode.
