How Do I Configure Quiet Hours?

Hi Everyone,

Can anybody tell me how do I configure quiet hours on Windows 10 Desktop (RTM)?
I'm in a region supported by Cortana, but I have not found the setting in either the Settings app or Cortana's notebook.

Internet searches somewhat surprisingly yielded no answers as well :-(

As I understand it Quiet Hours are more "appropriate" for Phone; do you have people trying to Skype you at 3:00 am??
