I am trying to do a split screen in windows 10. . . and failing miserably :-(

I have read and watched everything about how to do it. I get as far as 2 apps open, I drag to the right and it doesn't lock, it just goes back to the original position. I've tried using windows key and arrows, they still do not snap. What am I doing wrong?
