Windows Camera Weird Frame Issue

Whenever I launch Windows Camera, it seems that the view is 'framed' in this way:



Only the inner frame is showing the live feed from the camera while the outer frame is frozen for a good couple of seconds until the app has fully loaded. Is anyone having the same problem?

Yup, I experience that occasionally in my Lumia 1020. Other users have reported experiencing the same issue elsewhere.
