why can't I delete a pdf file in windows 10?

I tried deleting pdf file but it keeps saying it is open in windows explorer, but adobe is closed and there are no other folders open!

It may be stuck in memory. Reboot and try again, you may want to clear all temporary files depending on where it's stored (phone vs. SD). If that doesn't work, plug your device to a pc and delete from there.

Most common fix is to turn off the Preview Pane using the View menu. This doesn't work for everyone. Also some people say it is possible to use the permanent delete option (Shift-Delete), but this will not allow you to recover the file from the Recycle Bin.
