I cannot get the get Windows10-sds...exe file to run at all on my Windows 8.1 laptop.what can I do?

I cannot get the getWindows10-sds......exe file to run at all on my Windows 8.1 laptop..

I have downloaded the file several times and tried running from the "Run" window and from the File Explorer window and from the download file list in Google chrome (also, from Mozilla Firefox). I have no idea what else to do.
