My apps are all disabled for Windows 10, what can I do?

none of my apps are enabled i tried to reinstall and still same

Windows 10 desktop? phone?

on desktop that would be weird, on phone, it can happen if:

you just updated, let it finish
did a hard reset/restore. let it finish
if it's doing a backup, let it finish.
