Windows start up options wont load

Hello guys (and gals), I am having a bit of a issue with windows 10 (atleaste I think it is a issue with windows 10). When I go into advanced settings -> troubleshoot -> then startup options it takes FOREVER to load and when it does load everything the computer just shuts off. Any way to fix this?
