How to change the input language for a particular window only in Windows 10

When I change the input language, it is changed for the whole system, i.e. all apps, Office, browsers, etc. In Windows 7 it used to change only for the specific app which is active on the display, i.e. the language for the rest remained the same. Is there a way for Windows 10 to behave like Windows 7 in this respect?

You can change the language in any program that has the ability like vlc or mozilla
 
It's not what I meant. Let's say you have open a word file and firefox. When you are in the file, you set the input language to be in lets say German. This automatically sets the input language for firefox to german too. Windows 7 didn't do that.
