Pentium dual core 2.8ghz is right for Windows 10?

processor alone isn't the issue. It's all the related pieces that may cause issues.

Driver issues are the biggie. You need to make sure that you have good working Win8 drivers for everything your computer has - THAT will determine it.

But that processor will do it (if everything else does).
 
Most probably, it should be fine. At the start of windows 10 installation, it will check it for you and tell you if there is a problem.
 
I'm using on a 2-core Atom Processor Z2760. I'd say an SSD would be essential to compensate for the slow CPU
