Why am I unable to install Windows device recovery tool?

I have full update of windows 10 64 bit installed from updating 8.1 ...when I try to install that web app it stucks after win usb cointallers says error code0x80091007 the hash value is not correct

Try installing it while connected to a different ISP, or try with a VPN connection.
Some providers block MS servers or MS blocks them, but some ISPs won't work, for example, TTNet in Turkey. Install a VPN like Cyber Ghost or Security Kiss and it should work.
