All files lost while reinstalling windows 10

I had an issue with windows 10 and reinstalled windows 10 and chose the option, keep files, however, I am not able to find anything.

I searched the forums and windows.old folder is not there, please suggest.

I also tried to restore the system, however, nothing is working.

I hate to say this but.... this is why you -always- backup your stuff before doing anything else :-(

If you used the default folders inside your (old) user account, the data should still be there. Outside the standard folder structure it might got wiped when Windows was re-installed.
Although I'm not entirely sure what is deleted, when you do a reinstall with that option checked. But your old user data should be fine though.

But you probably made it worse by restoring the system afterwards, possibly having 'good data' being overwritten once more.

Try loggin in as administrator, so you can see everything on the PC. Maybe the data is not there for the new account due to security settings?
