Why can't picture viewer set image as backgroud?

I get this error from the viewer but if I go into "personalize", I can set whatever image I want. What's up with the image viewer? It gives the option to set as lock screen or background or Photo Tile but unable to do it. I'm using RS1 release 160506-1708 but its happened with other builds as well.

Make sure the image file isn't corrupt.

I'm not sure if it's the same thing, but in the latest Redstone builds. none of my apps can set the desktop background anymore.

None are corrupt. If I got the normal route to set a background, it works. But using the image viewer simply doesn't work. Maybe its a beta thing but not even with the version I use at work, which is not Redstone, it doesn't work.
