How do I get a Windows 10 based touch screen tablet to recognize handwriting?

I am new to tablets and have seen people handwrite notes on an ipad and the ipad changes their writing into type and either stores it as a note or uses it to fill in blanks in a form. How do I do this with a Windows 10 based touch screen. I am using a Dell Inspiron 2-in-1 in tablet mode.

Just tried Word and Notepad, you bring up the on screen keyboard and then click on the picture of a keyboard on the bottom right, where you choose what type of keyboard you want and choose the text input one, and scratch away. I admit I use a Surface Pro 3 with a pen.

OneNote will also work this way but may have other ways to do it.
