touchpad remains off when I power off or unplug the mouse

My current settings for trackpad/mouse are:
Touchpad: ON
Leave touchpad on when mouse is connected: OFF
Hardware:
Mouse is wireless MS 1850
Laptop is Dell Inspiron 15

The issue is, when I power off the mouse, touchpad remains off. Just in case, I also unplugged receiver from USB port - didn't help, touchpad still off.
Meanwhile, I really like the setting itself - I want the touchpad to activate only if no mouse is connected.
Anyone knows how to overcome this issue?

If I understand you correctly, you're asking about switching "Leave touchpad on when mouse is connected" to ON. It works fine, and touchpad works along with the mouse in this case. But this is not what I want.
