The Anniversary update broke my Laptop :(

OK so like almost any one else today I got the anniversary update on my XPS 13. After the update Windows isn't able to launch anymore and keeps restarting for the past 2 hours before the Log-in screen even comes up. Any suggestion how can I fix this without having to fresh install Windows?

can you open in safe mode?
Can you force a shut down using the power button? And then switch it on?

You can force boot options by restarting and then hitting the reset switch as soon as you see the windows logo. Upon restart it should detect the problem and offer you different boot options and repair options. For safe boot, see advanced repair options, startup options.

I'm on a laptop so I don't have any restart button and I also couldn't open safe mode for some reason so I had to reinstall windows...
