New Scaling Issue with Anniversary Update

First, this was not an issue up until about a month or two ago.

I have a Surface Pro 4 with a 27" 4K External display (2560x1440). Surface Screen is set to 150% scaling and external monitor is 100%.

Almost everything looks great and scales properly between the monitors, except of course for some legacy app issues. No big deal, I get that. The problem I have now is that the icons on the desktop do not scale between monitors. If I move an icon from the external screen to the Surface it is tiny (100% scaling). This was not the case in later builds of the anniversary update. Of course when I undock and reboot, everything is scaled properly on my Surface.

I problem that also sometimes occurs is that my mouse is also tiny on the Surface screen, this is intermittent, and is fixed with a reboot.

I always reboot between being docked and undocked, and vice versa.

Anyone else seeing this?

the newer updates haven't solved this issue? What about checking for firmware for the surface and the dock?
 
All up to date, like i said it happened in one of the last Beta builds, and remained through the release. Just strange that MS would screw something up on their own machine.
