What is the 'Other' section under 'Storage Usage' in Windows 10 and how to clear it?

I am running out of memory/storage on my notebook, running Windows 10, and when I analyze the Storage Usage, the Other Folder is using 3.66 GB! But when I open that folder, it shows less than 18 MB of usage. I've tried deleting temporary files by running CCleaner, and it doesn't touch it. What is taking up so much space and how can I clear it up?
