Why My Android Can't Connect to my HP Laptop Mobile Hotspot (on Windows 10)

Hi,
I have this problem quite sometimes, but this time I can't handle it.
So, I have an HP Laptop with Windows 10 on it. I have several times, almost everyday using this Mobile Hotspot feature, I usually connect my Android Samsung A3 2016 easily.

Today, I connected my Samsung to my HP Laptop Mobile Hotspot, and it worked just fine.
Suddenly my laptop slept and when awoke, I found that my Samsung lost its connection to the mobile hotspot. Then I tried to see, and the Mobile Hotspot turned off.
I tried to turn it on again, and it on.
I then tried to connect my Samsung, but can't.
It said "failed to obtain IP address".
I keep trying and still can't connect, and my Samsung always try to connect.
Then I turned the mobile hotspot off. and turned it on again. And still cant connect.
I turned the Wi-Fi off, and turned it on again, nothing.
I turned my Samsung Wi-Fi off, and on, and tried to connect, and still can't connect.
I turned my Samsung off, and on, and tried to connect, still nothing.
I opened the setting of my mobile hotspot, and I found the shared connection status is Internet.
I tried troubleshoot, and nothing.

So, anyone has idea what's going on? :(
 
By the way, I also have tried to use "hostednetwork" setting, and I also can't connect my Android to it. I have used hostednetwork before the "Mobile Hotspot" feature came on Windows 10.
 
did u try another phone to connect it? if it caused by the system, re-setting the hotspot in you laptop. I dont mean just turn on/off, resetting the hotspot. It seems the IP address' wrong. But can't exclude the problem of your Samsung.
 
Okay..
It is solved now.. Thank you guys..
I reset the ipv4.
I used cmd --> run as admin --> netsh int ipv4 reset reset.log
