Windows 10 Insider 14986 will not upgrade

After upgrading my Toshiba I7 to 14986 I can not upgrade to any newer versions. All I get is a blank screen with a mouse or a desktop with only recycle bin available and a message that c:\Windows\System32\...\Desktop is not found. I have tried the update tool and did down load the 15025 iso to burn to disc but yielded the same results. Any help would be appreciated.
