Near Share feature out of Windows 10 Creators Update?

I saw many pages writing about the 'near share' feature on Windows 10 Creators Update, but there is no way to use this feature in my Surface Pro 3 using Windows 10 Creators RTM.

Did Microsoft pull it from the RTM?
