Why is the Update and Security setting on the Settings app won't open?

So I'm on build 16215 and I wasn't able to update to the build after that (was it 16223?) because the installation of said build always fails at ~20% and reverts back to the previous version of Windows.

I performed a clean install and things haven't changed. Recently, build 16228 was released and I still can't update. The build fails to download at 10%. I tried restarting my computer before trying to downloading it again. Now, I can't even open the Update and Security setting on the Settings app. The app freezes when I click on the setting but when I try the other options, it still works fine.

I would try the "Windows Update Troubleshooter Windows 10". https://download.microsoft.com/download/F/E/7/FE74974A-9029-41A0-9EB2-9CCE3FC20B99/wu10.diagcab

However note that Insider Windows is not guaranteed to work correctly. It is safer to use the regular Windows or if you want a less risky Insider experience, the Slow Insider.
