Windows App Development senseless

As a developer I must say, in some parts it's more complicated to develop for Windows Universal Platform - than doing a normal Windows application.

Now that Windows Mobile as market is gone, I just would develop for IOS and Android if seek to have a Mobile App - no logic to that for Windows - to less Mobile users.

Nice Arguments that Universal Apps work on every form factor - but currently the only form factory is the full Windows on Desktop/Laptop. HoloLens and Surface Hub are things, that exists but the mass doesn't have.

Somehow the current state without of Windows Phone - the development feels like before Windows 8 - when I do develop apps I do it problery on broadly used devices and don't waste time for Windows.

What's your opinion?
 
IDK, I think an app that is UWP, has plenty of potential users. Maybe not on the phone side, but on the desktop/tablet side... and it's fairly easy to make it work on both phone and PC/tablet. Also, keep in mind, there may be more tablets coming out to market once Windows on ARM becomes available this Fall/Winter.
