Where is the Advance Display Settings locted. Got a new monitor and

everything is small. I tried the scale to 150%, but when I play games it makes my screen off center.

Also there I have to be in the middle of the screen in order for my mouse cursor to move to my 2nd monitor. If I try to go from taskbar #1 to #2 it won't allow me.

I assume you have already installed your video card driver manually, directly from video card manufacturer webiste (nvidia, amd or intel).
Each of these has it's own control center, support for multiple monitor, scale and so on.
