Do file explorer needs a design overhaul?

It is no secret that the file explorer in windows is one of the most feature packed out there. It does almost every necessary thing a file explorer should be able to do, but it's design looks outdated and when i say outdated meant it is almost 10 - 12 years old design to be fair. For the old devices it is really good but for touch devices, it sucks a lot.
Do you think it need a modern touch with light and dark modes, reveal design, larger icons in navigation pane, adaptive design according to the size of the explorer window while retaining the features it provide?

There is an article on Windows Central about how to enable the UWP version of File Explorer. It is touch friendly and what I use on my tablet. It's pretty much the file Explorer you find on Windows 10 Mobile.
