Can you let us know what happened when you did what was suggested?

Also, IPv6 is disabled for me and my speeds are fine...That might be what I did when I was having problems...lak611 suggested that, refer to her response above.

Give feedback, I wont respond to this thread again unless you say what you did and what the result was.

It did this to me when I first upgraded my laptop, I think it had something to do with my wifi drivers, but cant remember for sure.
Check: Metered connection - I shut all this stuff off, I have a 60GB monthly cap and while I approach it, I have never gone over.
I found this on another forum, see if helps with your connection (I normally have my laptop plugged in, so I know my power settings are set for high performance).
1. Open Network Sharing Center
2. Click Change Adapter Settings
3 Right click on WiFi and choose properties
4 Click Configure
5 Choose Advanced
6 From the list below choose minimum power consumption and change value to disable
7 Click Ok.

No minimum power consumption. There is Dynamic MIMO Power Save though.

Edit: No, didn't work. :'(

No offense but instead of continuing to give only little sound bite level bits of information, you might want to spell out the entire scenario including which router and its firmware, plus which wifi adapter is in the Visio machine (there is obviously only one for Surface RT). If it is really a defined interval switch to limited connectivity, that is probably not on the OS side but a router issue which could a compatibility problem with a new device or a setting. FWIW, router manufacturers are among the most notorious for not updating their own firmware to address new OSs and new technology. The major players in wifi cards are probably the next most notorious regarding driver updates and Microsoft's (often) plain vanilla drivers sometimes are less than optimal. I get you are upset but just stressing that and giving less than one line bits of information is not going to get you to a solution.

BTW, I'm getting two new routers tomorrow. These AirPorts are old (newest firmware though). Getting the new AirPorts.

Ok, I did not know you're getting new routers. I think it would be better to see if your connectivity improves with the new routers, rather than trying to do more troubleshooting now.

If this and the other problem (graphics card problem) aren't resolved by tomorrow, I'm going to return this and get an iMac or a different PC. I'm not saying you guys aren't helping, it's just I've been trying so hard to fix this and it isn't fixing.

I got some good news and some bad news.

The good news is that after I upgraded my routers, this isn't happening anymore.

The bad news is if the computer goes to sleep, it stops. Also it sometime has 2.5MB download, then it drops very low to like 100KB.

Now we need to figure out this issue. :)
