Downloadable Maps

Hello...
I just got a Toshiba Encore and it has built-in GPS.
So, I don't need internet access for navigation stuff.
But, if I don't have internet access, I would have to download maps.
Both Bing Maps and Here Maps, for Windows Phone, support downloadable maps.
Does Bing Maps, or any others for Windows 8, support downloadable maps?
I see no mention of it in any of the settings.

Hmmm...
I wonder if a third-party app (MapQuest or something) would bring this feature to the table.

FYI...
Here Maps has been released and it supports downloadable maps.
It seems to support the Encore's GPS.
I picked up my location when I had WiFi disabled.
It did not pick it up when I was in airplane mode.
It seems to work.
I haven't tried any navigation stuff.
