Can I make windows phone 8 apps if I only have windows 7 on my pc?

There is a hack of VS 2012 for WP that will make it run on Windows 7. You will have to search for it here or on XDA-developers where it first showed up.

But do note its not officially sanctioned and still requires 64-bit Windows.

yes there's a hack by changing the installer exe file. But after all the procedure I followed from XDA when I'm going to compile there's so many errors. For me you need to have windows8 so that you will no longer experience some errors on it.

I tried one from XDA. I couldn't even extract .iso file)) Win 8 is only way I guess, but I don't like win8)

Just get 8.1 for your computer. Or if you want to stay with 7. Dual boot between 7 and 8.1. I have two computers that I dual boot and its a snap. If your computer can run 7 it can run 8.1.
