I was wondering if there's any way to wake a Windows tablet/PC connected to a wifi network in Connected Standby mode via wifi? Wake on LAN doesn't seem to work with connected standby (and wifi). We know that while in connected standby, apps can receive notifications and perform certain actions. Is it possible to create an app to wake the PC from connected standby?

Depends on the NIC driver. Some of them you can go into is properties and disable "allow to power off" either in the NIC properties, or in the advanced power settings. If left on, then you can use wake on lan.
