Modern apps problem

I'm using Windows 8.1 update 1 and all the modern apps is not working even the PC settings. Whenever i click PC settings for example, the screen would show a split second black screen and then go back to the desktop while the PC settings is on the taskbar. I clicked on the PC setting in the taskbar but the same thing happens.

Any idea how to resolve this? Thanks
