How to set animated GIF as background?

Well, I had a Five Nights at Freddy's animated GIF that I wanted to set as my background (to scare people). But it's just static. I remember this worked on Windows XP. Is there a workaround?
 
It's impossible, in fact. Just to view gifs yould have to either download an app like Gif Viewer to view it as an animation or open it with a browser.
 
There's some way of doing it using VLC Media Player, I'm sure you'll find some info if you Google it.
